Enhancing public safety with autonomous robots
Challenge
During the pandemic, multiple Singapore government agencies faced increased pressure to enforce public safety while minimising health risks to their officers. With limited manpower and growing surveillance needs, agencies required a scalable, intelligent solution that could operate safely in high-traffic urban environments.
Solution
NCS, HTX and A*STAR jointly developed and deployed Xavier, an autonomous ground robot designed to patrol public areas, detect undesirable behaviours such as smoking in prohibited zones, illegal hawking or riding personal mobility devices on footpaths, and trigger real-time alerts. Operated via NCS’s robotmanager™ platform, Xavier featured autonomous navigation, 360-degree video analytics and an interactive dashboard for remote monitoring and communication.
Outcome
Deployed for a three-week trial in Toa Payoh Central, Xavier successfully augmented the capabilities of five public agencies. It reduced the manpower needed for foot patrols, enhanced operational efficiency and supported real-time enforcement and public education, contributing to safer, healthier public spaces.

NCS collaborated with JTC to trial autonomous robots for food delivery within JTC’s industrial buildings in the Woodlands North Coast 1 and 7 precinct, streamlining the process with the NCS robotmanager and the Open Digital Platform, a middleware developed by JTC and GovTech. By centralising control and coordinating the robots’ tasks in real time, the team transformed operations, enabling seamless, end-to-end food delivery and making everyday life more efficient, convenient and sustainable.
