As NCS' first Chief AI Officer, Edward leads the organisation’s AI transformation, building AI platforms and products and ensuring their safe, secure, and responsible deployment at scale.

Edward brings over 26 years of public sector experience across cyber operations, digital transformation, and national security. Prior to NCS, he served as Deputy Chief Executive (National Cyber Resilience) at the Cyber Security Agency of Singapore (CSA), where he led national cyber defence operations and oversaw the cybersecurity of Singapore’s Critical Information Infrastructure.

As a brigadier-general, Edward held several senior leadership roles in the Singapore Armed Forces. These included Defence Cyber Chief, where he built key cyber capabilities in the newly formed Digital and Intelligence Service (DIS), and SAF Chief Information Officer, where he oversaw 24/7 network operations and drove large-scale digitalisation and cloud transformation.

Edward holds engineering and management degrees from Cornell University, Stanford University, and the Australian National University. He is GIAC-certified in malware reverse engineering, cloud security, and incident handling. He serves on several education and industry boards, including as Vice-President of the Singapore Computer Society and board director of the Singapore Chinese High School.

As the Chief Architect at NCS, E Fang spearheads the mission to help governments and enterprises in APAC embark on their AI transformation journeys.
  
E Fang has more than 20 years of experience in system integration and implementation, solution architecting and consultancy in NCS and Accenture. She started her career in NCS as a software developer and eventually grew to lead architecture for enterprise-scale projects in the Public Sector. 

She has also worked closely with teams across the company to develop high performance architectures, promoting knowledge sharing and driving enterprises processes and standards across the various practices in NCS.

During her time in Accenture, she was an Enterprise Architect working closely with her clients to drive digital transformation across agribusiness, manufacturing, automotives, retail, travel, and hospitality industries in the region. 

As Chief Scientist, Shaowei drives NCS’ thought leadership on emerging technologies—shaping the organisation’s point of view, translating complex trends into clear, actionable insights for leaders, and amplifying NCS’ voice through keynotes, executive briefings, and professional publications. 

He also builds strategic partnerships across the Research and Innovation ecosystem, connecting NCS with leading experts and institutions to accelerate innovation and deliver long-term outcomes for businesses and society.

Shaowei champions selected AI innovation programmes, including AI training initiatives, by providing executive sponsorship and directing investment funding. He advises both NCS corporate strategy and business clients on new market spaces and priority technology trends, helping guide where to invest and innovate next.
